No. Overhead power lines are not insulated.
Most people think power lines are insulated, but that’s not the case, particularly with above ground lines. The majority of thousands of miles of power lines in the world are made exclusively of metal, which is usually AAC, ACSR, AAAC Conductors. For these bare conductors without insulation, the cost is much cheaper. Another reason, they are elevated high above the ground and hard to get any hitting from outside. Which make they are not necessary to be insulated.
